Yes it should. I'll fix this mistake before pushing it.
I think we're requiring GNU make.
If so, you can use this:
$(libsrcdir)/guestfs_protocol.h $(libsrcdir)/guestfs_protocol.c: force
$(MAKE) -C $(libsrcdir) $(@F)
