I use
gitorious.org for most of my personal project hosting these days,
as well as automatically mirroring all libvirt GIT repos for backup.
It does not aim to provide a complete hosting solution though. It is
just focused on providing GIT repos, permissioning for those, and a
minimal wiki.
Another possibility is OpenShift (
https://openshift.redhat.com).
You could possibly use this in conjunction with gitorious, to provide
the general website/download hosting.
