However this _is_ the intended use case for virt-v2v.
We recently added upstream support to directly upload VMs to OpenStack:

It's available in Fedora Rawhide or by compiling from source, and will
be part of the next upstream release of libguestfs (1.40, soonish).
Also I have built a virt-v2v package which supports ‘-o openstack’ for
RHEL 7.6 which you can install from this repository:

We're also developing a graphical user interface to drive this as part
of the ManageIQ project.
