Yes, I've seen that.
When gettextize creates po/makefile.in.in, it hard-codes
the version of gettext m4 macros used in a variable there, e.g.,
GETTEXT_MACRO_VERSION = 0.18
That version must match at "make" run time the version
that was used at ./configure run time (and that was
then expanded into po/Makefile:
m4/po.m4: AC_SUBST([GETTEXT_MACRO_VERSION], [0.18])
