You can also use the (now misnamed) configure option in libguestfs:
./configure --with-febootstrap-yum-config=alternate-pacman.conf
OR in libguestfs from git:
./configure --with-febootstrap-packager-config=alternate-pacman.conf
to configure febootstrap when compiling libguestfs.
