Yes, I've noticed this too, and it's a dependency bug.
the appliance/make.sh is not updated during make, so it will use the
old one to build ramdisk, is there anything wrong with my steps?
No, it's just a bug. You can do:
rm -f appliance/make.sh
before the rebuild.
