Yes, We are using pango-devel-1.40.4-1.el7.x86_64.

Somehow the issue fixed if we remove the pango-devel, but now the issue is different,

This could really be a bug, but which version of Pango are you using?
Is it the one from RHEL 7 (eg pango-devel-1.40.4-1.el7.x86_64)
Try doing:
rpm -qf /usr/include/pango-1.0/pango/pango-version-macros.h
